#Ausgov commences student visa education campaign

Over a 12-month period, the Department’s website and social media platforms will be used to publish key messages to Student visa (subclass 500) holders, Facebook posts will begin next week. Messaging will be along the following lines:

  • Student visa holders must maintain enrolment in a registered course that is the same AQF level as, or higher than, the course for which they were granted their visa (condition 8202).
  • If a student changes to a course at a lower AQF level, even with the same education provider, they must apply for a new Student visa (with the exception of a student changing from a doctoral degree (AQF level 10) to a Masters degree (AQF level 9).
  • It is a student’s responsibility to check whether they need to apply for a new Student visa if considering changing courses.
  • A student will be in breach of their visa conditions if they change to a lower level AQF level course without applying for, and being granted, a new Student visa. This may result in their visa being considered for cancellation.

2018 Survey and Cultural Quiz for International Students and Industry Professionals

The 2018 Project Global Citizen Survey will measure the cultural challenges that international students encounter during their studies in Queensland.

This will be Queensland’s most extensive global survey to date for identifying cultural competency gaps of students in relation to academic learning, social integration, securing
internships, employment and safety.
Key survey findings will be shared with participating international education industry members to enhance their delivery of services to international students.

The survey findings will also inform the development of Project Global Citizen programs and resources that equip international students with cultural skills to survive and thrive in Australia.

International students who take the survey will receive a personalised Cultural Adjustment Risk Assessment as well as Cultural Adjustment Tips to help them achieve success in their
student experience.

The survey is open until 31 October 2018 and can be accessed from

An MOU with CISA was signed last night in Sydney at the StudyNSW 2018 International Student of the Year Award.

ISANA was pivotal in the the formative years of CISA and continues to provide support. The organisations have committed to working more closely on improved outcomes for International Students in Australia.

The ISANA president thanked Council members who contributed to bringing this signing about as it has been 2 years in the making.

Project Global Citizen has begun! 

With support from the Queensland Government, we hosted an inaugural co-creation event where international education professionals and international student representatives shared their insights into culturally-influenced student challenges.  Their input will inform Project Global Citizen’s ground-breaking approach to on-boarding international students and optimising their experience in Australia.

A big thank you to everyone who generously contributed to the success of our kick-off event.

AGMC #Conference 2018: Living and Loving in Diversity -Melbourne

AGMC is an organisation advocating for the greater inclusion and participation of multicultural and multifaith LGBTIQ communities. We work with various communities, including international students who identify as LGBTIQ. AGMC is hosting a national conference, Living and Loving in Diversity, from 21 – 23 September 2018 to provide an opportunity for community members, activists, advocates, educators, and professionals to discuss issues affecting our communities. Some of the themes that will be covered include:

Expansion of the Tuition Protection Service (TPS)

The new tuition assurance arrangements for non-university higher education providers (NUHEPs) offering FEE-HELP and the VET Student Loans (VSL) program, which will commence on 1 January 2019 subject to the passage of legislation.

The Australian Government has made the decision to expand the Tuition Protection Service (TPS), for international students, to the NUHEP FEE-HELP and VSL programs. The current TPS arrangement will continue as a dedicated service for international students, with its own quarantined account and the same protections and support through placements and refunds. TPS levy arrangements will remain unchanged.

The new model will ensure students, providers and the higher education and training sectors are supported if a provider ceases a course or closes. Providers will be required to pay levies commensurate with their size and risk factors.

Information on the new model will be made available on the department’s website. Consistent with the TPS, the new arrangements will be managed by a statutory appointed Director, who will be supported by an independent Advisory Board. The Director will be the same person as the TPS Director.

The new arrangements do not extend to any other tuition assurance schemes in place for students who pre-pay fees, for example, the tuition assurance requirements under the Standards for Registered Training Organisations 2015 or the Higher Education Standards Framework 2015.

Fair Work Ombudsman: Working in Australia Resources

The Fair Work Ombudsman (FWO) has released a comprehensive package of materials designed to assist those who work with migrant and multicultural communities – including international students – about workplace laws in Australia.

The ‘Working in Australia’ package will be particularly helpful to education providers required to educate international students about workplace laws as part of their compliance obligations under the ESOS National Code 2018.

The peak body for international student services in Australia, ISANA, has received an Enabling Growth and Innovation grantto update its online National Code training and provide wider access to the broader industry.

Selected as one of 14 EGI grant recipients, which provide $3m per year in government funding for projects created to support 2016’s National Strategy for International Education 2025, ISANA president Bronwyn Gilson said her organisation was excited to raise professional standards across Australia.

“It’s the one set of training that most new professionals in the area get to do,” she said.

“There’s not one that stretches right across for all those involved in the industry that may be in admissions, maybe in services or student welfare.”

The $128,00 grant will go towards updating ISANA’s currently existing online training and will look to make understanding the code more engaging.

The National Code, which was updated at the start of 2018, is the centrepiece of Australia’s regulatory frameworks to support international education, and outlines provider requirements across 11 standards, ranging from marketing requirements to engaging with education agents.

Gilson told The PIE News the new online training would be updated to reflect changes but added the structure would allow professionals to choose to access the information that is only relevant to them.

“If you only touch on international education, you can go through and do the basic tutorial and then there will be modules that sit behind that,” she said.

“If you want more information on the admission side you can go in and do that module.”

As part of creating the training, she said industry-wide consultation would take place and include the student voice to ensure all areas are covered.

A recent Centre for Global Higher Education has argued Australia will likely become the second most popular study destination by 2019.
