Introduction

DEST (now DEEWR) Commentary

Course credit may be granted to students who are able to demonstrate appropriate prior learning or experience. In the interests of ensuring students are fully informed, registered providers are to give students a copy of the course credit for their records. Where course credit is granted, the duration in which the student is expected to complete the course must reflect any consequent reduction in the period of study.

What's new

  • The provider must have a documented procedure for granting course credit. The student must sign/ or otherwise accept the credit and be provided with a record which must also be placed on the student’s file.

Obligations and responsibilities

  • Course credit is to be recognised within the ESOS framework.
  • Where course credit is granted, the student’s course duration on their CoE needs to be adjusted to reflect any reduction in the period of study.
  • The institution needs to provide the student with a copy of any course credit for their records.
  • The provider needs to retain records of course credit given.

    • for assessing and recording course credit
    • for recording agreement of student as to the course credit granted and in providing the student with a copy for their own records
    • where there is an accommodation in admissions procedure for indicating the actual net course duration subject to course credit being granted prior to granting of the student’s visa
    • to report any change to DEEWR (via PRISMS) in course duration subject to course credit being granted after student’s visa has been granted.

Definitions of key words/phrases

  • Prior learning or experience
    - Recognition for a qualification acquired in a course offered by a professional body, enterprise, private educational institution, or by any other provider recognised by the institution, or learning acquired through work or life experience.
  • Course Credit
    - Exemption from enrolment in a particular part of the course as a result of previous study, experience or recognition of a competency currently held. Includes academic credit and recognition of prior learning.
  • Confirmation of Enrolment
    - A document often provided electronically, which is issued by the registered provider to intending overseas students, which must accompany their application for a student visa. It confirms the overseas student’s eligibility to enroll in the particular course of the registered provider. An electronic Confirmation of Enrolment is referred to as an eCoE.
  • PRISMS: Provider Registration and International Students Management System
    - This is the electronic system that holds CRICOS and the eCoE. This is the approved method for reporting information under s19 of the ESOS Act 2000.

    - This Recognition resource will help users to identify better ways of planning, implementing and reviewing recognition of prior learning (RPL) processes. It includes practical tips, sample presentation materials, evidence gathering tools and candidate self-assessment materials.
    - The aim of this resource is to provide assistance for all those involved in and responsible for developing, implementing and reviewing a recognition process that complies with the Australian Quality Training Framework (AQTF). While the exact application will depend upon the context, the process should follow the requirements of the AQTF. This includes developing assessment strategies and appropriate policies and procedures to guide assessors in their work. It should also be supported by appropriate techniques and materials designed to help assessors carry out assessment tasks.
    - This resource has been designed with awareness that the establishment of any recognition process involves careful consideration of candidates’ needs, the integrity of the assessment process and the resources needed to conduct assessments. The quality aspects of recognition described in the guide have been identified as ways of balancing the sometimes conflicting demands.

Outcome of Standard 12

Registered providers appropriately recognise course credit within the ESOS framework.

12.1

Where the registered provider grants course credit, the registered provider must:
a. have documented procedures for the granting and recording of course credit, and b. provide a record of the course credit to the student, which must be signed or otherwise accepted by the student, and place it on the student’s file.

12.2

If the registered provider grants the student course credit which leads to a shortening of the student’s course, the registered provider must:

  1. if the course credit is granted before the student visa grant, indicate the actual net course duration (as reduced by course credit) in the confirmation of enrolment issued for that student for that course, or
  2. if the course credit is granted after the student visa grant, report the change of course
